Kenya Shines at 44th AAPAM Roundtable as State Department for Cabinet Affairs Champions Digital Governance Dialogue

MATSAPHA, ESWATINI – Kenya reaffirmed its leadership in public sector transformation during the 44th Annual African Association for Public Administration and Management (AAPAM) Roundtable Conference, which concluded yesterday in the Kingdom of Eswatini. The State Department for Cabinet Affairs (SDCA) featured prominently in the week-long deliberations, bringing Kenya’s experience in digital government, institutional coordination, and public sector reforms to a continental stage.

The conference, held at Esibayeni Lodge in Matsapha, brought together ministers, heads of civil service, senior government officials, scholars, development partners, and young professionals from across Africa. Principal Secretary-level representation from the State Department for Cabinet Affairs ensured Kenya’s voice remained at the centre of high-level engagements focused on strengthening public administration systems for a rapidly changing governance landscape.

This year’s AAPAM Roundtable was convened under the theme “Agile Public Administration: Partnership and Digital Transformation for Citizen-Centric Service Delivery.” The theme resonated strongly with Kenya’s ongoing reform agenda, particularly efforts led by the State Department for Cabinet Affairs to strengthen whole-of-government coordination and enhance the timely, verifiable implementation of executive directives and government circulars.

In his closing address, Eswatini’s Minister for Public Service, Hon. Mabulala Maseko, expressed the host nation’s gratitude for being entrusted with this year’s conference. He praised the AAPAM community for fostering collaboration across borders, noting that the exchanges held in Matsapha would shape Africa’s public service transformation for years to come.

Throughout the four-day sessions, delegates interrogated a wide range of issues central to the continent’s governance ambitions. These included digital identity systems, agile institutional design, ethical leadership, performance accountability, and the role of strong public institutions in driving national development. Kenya’s interventions—anchored by reforms championed through the SDCA—were repeatedly cited as examples of practical, scalable solutions in administrative modernization.

A key highlight for the Kenyan delegation was participation in the UN DESA-led workshop titled “Changing Mindsets for Effective Governance.” The workshop underscored a critical message: that the success of digital transformation and institutional reforms depends not only on technology, but on leadership approaches, organisational culture, and the capacity of public servants to adapt to evolving governance demands. For the State Department for Cabinet Affairs, this message aligns closely with its mandate to enhance coordination, compliance, and performance across government.

 

Kenya’s presentations also emphasised the importance of whole-of-government coherence—particularly the mechanisms developed under SDCA to track, monitor, and verify the implementation of Cabinet decisions and government circulars. Delegates from various countries expressed interest in learning from Kenya’s coordinated model, describing it as an emerging benchmark for efficient public sector management.

As the conference concluded, delegates prepared to adopt resolutions aimed at strengthening digital transformation, citizen engagement, accountability frameworks, and inclusive partnerships across public institutions. These resolutions are expected to shape the priorities for African public service institutions over the next year, with Kenya seen as a key contributor to the reform agenda.

Officials from the State Department for Cabinet Affairs affirmed Kenya’s commitment to implementing the AAPAM resolutions and deepening continental collaboration on public administration reforms. They noted that the insights and networks developed in Eswatini would further strengthen ongoing efforts to build a more responsive, efficient, and citizen-centred public service at home.

“Kenya’s contribution to AAPAM reflects our broader commitment to transparency, efficiency, and coordinated governance,” a senior official from the Department said. “We return home with renewed determination to advance our reform journey and ensure that public institutions deliver meaningful results for all Kenyans.”
