The conference, themed " For the People, For Prosperity:
Devolution as a Catalyst for Equity, Inclusion
and Social Justice" was officially opened by His Excellency President Dr. William Samoei Ruto, with Principal Secretary for Cabinet Affairs Dr. Idris Salim Dokota,CBS, among the key dignitaries present.

In his address, President Ruto highlighted devolution’s critical role in promoting equity, inclusion, and social justice, declaring 13 August 2025 as “Good Governance Day.”

The event reaffirmed Kenya’s commitment to making devolution a catalyst for equitable and inclusive development, with leaders stressing the importance of transparent, accountable, and rights-based county governance. The newly launched Devolution Institute was spotlighted as a key driver in supporting these goals.
